I don’t think the question/answer is wrong. VFR conditions (i.e., VMC) is quite different than a VFR-on-top clearance. I think the question is simply pointing out that you must have an instrument rating and be on an IFR flight plan in Class A airspace regardless of the weather conditions there. As you correctly point out, VFR-on-top is not allowed in Class A airspace.
